POSH practical guide
State, District Officer and Local Committee layer
Finin2min operating guidance linked to the Act, Rules and current official implementation material.
Why a State layer is necessary
The Central Act assigns several functions to the appropriate Government and District Officer, while States may issue their own rules, notifications, committee orders, reporting portals and sector directions.
For every workplace, record
| Field | Evidence |
|---|---|
| Appropriate Government | Ownership/control/funding and territorial analysis. |
| State rules | Current Gazette or official WCD source. |
| District Officer | Current notification and contact. |
| Local Committee | District composition/contact and reconstitution date. |
| Nodal officer | Block/taluka/tehsil/ward route where applicable. |
| Reporting | Annual-report form, portal and deadline. |
Use the included State overlay matrix as a controlled research register; do not fill gaps from secondary summaries where an official source should exist.
Primary provisions
Use the section and rule repository and the source register. Apply State rules, service rules and current forum details before acting.
