118. Annual report.— (1) Each of the Social Security Organisations shall submit to the appropriate
Government an annual report of its work and activities and the budget finally adopted by the Social Security
Organisation.
    (2) The appropriate Government shall cause a copy of the annual report, budget and the audited
accounts together with the report of the Comptroller and Auditor-General of India and the comments of
the respective Social Security Organisation thereon to be laid before each House of Parliament or the State
legislature, as the case may be.

How to apply this provision

  1. Primary statutory test — (1) Each of the Social Security Organisations shall submit to the appropriate Government an annual report of its work and activities and the budget finally adopted by the Social Security Organisation.
  2. Additional operative limb — (2) The appropriate Government shall cause a copy of the annual report, budget and the audited accounts together with the report of the Comptroller and Auditor-General of India and the comments of the respective Social Security Organisation thereon to be laid before each House of Parliament or the State legislature, as the case may be.
  3. Central Rule mapping — 30, 52. Read the mapped provision together with this text rather than treating the concordance as a substitute for it.
  4. Evidence file — retain facts and records proving the role/status of: Appropriate Government.
Why this is section-specific: the operative-clause, exception, threshold and cross-reference panels above are extracted from Section 118 itself rather than a generic “trigger/control/evidence” template.

A direct concordance is not exhaustive. Central/State jurisdiction, schemes, authority appointments, saved instruments and later notifications may change the practical route without changing the section wording.

Worked example

For a worker/member seeking a benefit connected with annual report, the file should show coverage, service/contribution facts, the rule/scheme and prescribed form, and the calculation/payment. One statutory point to test is: “(1) Each of the Social Security Organisations shall submit to the appropriate Government an annual report of its work and activities and the budget finally adopted by the Social Security Organisation.” Read the mapped Central Rule(s) 30, 52.

Illustration only; it is not statutory text or a substitute for applying the actual facts, jurisdiction, current rule/scheme and official instrument.
