When and how this form is used

Rule 38 uses the designated portal and requires the Part-III application and electronic payment within 15 days of receipt. This receipt-based clock differs from the Social Security Form XXIV’s printed issue-date wording.

For the selected fine-only section-86(11) offence, section 89 uses 50% of the maximum fine: ₹1,00,000. Eligibility, similar repetition within three years and any already-instituted prosecution must be established; the actual compounding decision remains an officer act.
