The Occupational Safety, Health and Working Conditions Code framework is implemented through a layered set of technical and authority notifications rather than the base Code text alone — covering sector-specific application (such as mines and major ports), Central-sphere establishment thresholds, working-hours and overtime limits, appointment and powers of inspectors-cum-facilitators, licensing and registration procedures, penalty quantum, and qualification/competency requirements for safety officers and other statutory roles. Each notification applies only from its own effective date and only to the establishment class it names.
