No. The appropriate Government and State Rules, notifications and authorities may control the establishment.
Can an old proceeding disappear merely because the Code applies?
No assumption should be made. Apply the Code’s repeal-and-savings clause, the relevant commencement instrument and the General Clauses Act to the specific right or proceeding.
