Source hierarchy
1. Binding primary
Act/Code, Gazette notification, notified Rule/Scheme, official court judgment/order.
2. Official administrative guidance
Ministry/EPFO/ESIC circular, FAQ, press release or portal instruction. Useful but cannot amend the statute.
3. Primary gateway
An official government repository confirms that an instrument exists, but the exact PDF/instrument has not yet been reconciled into the Finin2min claim record.
4. Secondary report
Professional update, database or media report. It can trigger investigation; it does not earn a “verified final law” badge on its own.
Case-law weight

State status rules
“Draft”, “pre-published”, “final” and “reported final” are not interchangeable. Finin2min promotes a State rule to Final primary verified only when the controlling State Gazette or official department instrument is attached and its commencement/status has been checked.
Freshness triggers
- New Gazette instrument or corrigendum.
- New Supreme Court/High Court decision directly affecting a provision.
- State finalisation of a draft rule set.
- Scheme window opening/closing or EPFO/ESIC procedure change.
- Conflict between official pages or between an official page and a Gazette instrument.
