State overlay roadmap

The Central Rules do not replace the need to verify State rules and State minimum-wage instruments where the State Government is the appropriate Government.

Mandatory fields for each State/UT

Central position	Act section and general central framework.
State variation	State rule, notification, rate, zone, category or procedure.
Applicable establishment	Appropriate-Government and sector test.
Threshold	Coverage or eligibility threshold with effective date.
Registration	Portal, form, authority, timeline and renewal.
Working hours and leave	State Shops and Establishments/factory/sector overlay.
Notice, display, register and return	Exact form, medium, due date and retention.
Authority and penalty	Current notified authority, remedy and consequence.
Source review	Gazette/official department URL and last review date.

Scope disclosure: This first law-wise batch completes the central Code on Wages Act and 2026 Central Rules corpus. It does not claim that all 36 State/UT overlays are complete. Those require separate State-source validation and will be delivered as a dedicated batch rather than populated with placeholders.
