What the rule means in practice

Cyber-fraud complaints can trigger rapid tracing of funds across multiple beneficiary accounts. A recipient may be a victim, merchant, intermediary or unwitting mule. A bank may mark a lien or restrict debits based on law-enforcement communication, internal risk controls or another basis. The first task is to identify the exact source and scope.

Ask the bank in writing whether the restriction is a full debit freeze, a lien for a specified amount, a KYC restriction or an internal hold. Request the complaint or authority reference to the extent legally shareable, the police station or agency and contact route. The bank may not be free to remove a law-enforcement freeze on its own.

Prepare a truthful source-of-funds file for the disputed credits. Where the account contains salary or unrelated funds, a lawyer can seek proportionate relief from the investigating authority or competent court. Do not pay a caller who claims to remove the freeze, return money to an unknown account or create backdated invoices.
