Labour Codes commencement and 2026 Central Rules

A source-first matrix for the four Labour Codes. It separates Code commencement, final Central Rules and the Central/State appropriate-Government question so a user does not treat a national headline as a complete jurisdiction answer.
The four-code transition is operative through the 2025 commencement instruments, read with earlier phased commencements where applicable. The final Central Rules were notified on 8 May 2026.
Central Rules are not the complete answer where a State Government is the appropriate Government. Check State rules, appointments, thresholds, schemes and saved instruments.

How to use the matrix
- Fix the event date first; transition questions can turn on the date of employment, default, claim, notice, injury or filing.
- Open the exact section page and then the linked final Central Rule.
- Determine the appropriate Government and check the applicable State instrument where required.
- Check later appointments, schemes, thresholds, exemptions, corrigenda and authority notifications before implementing the rule in payroll/HR/safety operations.

The four Labour Codes were brought into effect from 21 November 2025, but operational compliance can depend on the relevant Code, Central or State rules, establishment category, appropriate-government jurisdiction, later orders and portal implementation. Treat a Central-rule page as a Central-rule control, not as a substitute for the applicable State overlay.
Practical verification checklist
- Identify the appropriate government and establishment/worker category.
- Keep the current Code/rule/notification used for the decision.
- Record notices, registers, approvals and inspection evidence relevant to the obligation.
