Use the Code, Rule, Gazette notification, Scheme or signed order rather than a portal label.

Check repeal, savings, appropriate Government, State action and later instruments.

Implement and retain proof.
Link the legal conclusion to payroll, HR, safety, filing, payment and decision records.
Failure mode: Record the legal basis for choosing Central or State jurisdiction before filing, issuing a notice or calculating a threshold.
