Independent fictional scenario: Illustration Community Learning Society (fictional). Every identity, registration, financial record and account number is synthetic. No receipt, portal filing, affidavit, CA certificate or Government grant is executed.

When and how this form is used
Prior permission under section11(2) is for the specified donor,amount and purpose; it is not unrestricted registration. The sample must not be copied to accept an unrelated donor’s grant or a different project.
The2025 form expressly requires the commitment,project budget and pointwise/undertaking evidence. Reconcile budget total to committed amount and identify administrative costs under Rule5. Here₹5 lakh/₹30 lakh=16.67%;the ceiling would be₹6 lakh for these assumed receipts.
The ordinary rule addresses donor/recipient common membership,including the chief and governing-body separation. This example assumes none; a real common-member case needs that exact rule analysis and supporting disclosure.
The2026 amendment adds Government-establishment,ownership/control and CAG audit questions to FC-3B; all are answered for the fictional independent Society.
A₹30 lakh permission request is below the Rule9A over-₹1 crore instalment threshold. FC-3BB’s75% test is not a substitute for obtaining this initial prior permission. No foreign receipt is assumed before approval.
