RBI Ombudsman: When and How to Escalate a Financial Complaint
The RBI Integrated Ombudsman Scheme offers a free, centralised route for specified deficiency-in-service complaints against covered banks, NBFCs, payment-system participants and credit information companies. It is not the first step and does not decide every commercial or criminal dispute.

How to apply the rule
A regulator’s complaint portal is usually an escalation route, not the first customer-service contact. Preserve the original complaint and the entity’s reply or non-response.
Frame the case around a measurable deficiency: wrong debit, non-compliance with a timeline, failure to correct data or refusal to provide a required service.
Parallel criminal or court proceedings must be disclosed where relevant because they can affect maintainability.
For RBI Ombudsman complaint process, first identify the legal or contractual relationship, then separate the amount, event and deadline. Use one chronology across the portal, institution and supporting records. This prevents a correct fact from being submitted under the wrong year, account, policy clause or complaint route.
Practical example
A bank rejects an unauthorised-transaction complaint with a generic reply. The customer should upload the original bank complaint, reporting timestamp, transaction details and rejection to CMS, explain the specific RBI rule and state the relief requested. A complaint saying only 'bank cheated me' is less actionable.

Escalation route
File online through RBI CMS. The RBI Contact Centre can guide users but does not itself register the complaint. For entities outside the scheme, RBI may route matters to the relevant Consumer Education and Protection Cell where applicable.
When escalating, include the original complaint, acknowledgement, concise chronology, disputed amount, rule or clause relied upon and the exact relief requested. Do not send passwords, PINs, OTPs or unrelated identity documents.
