Registration, code of conduct and disciplinary framework for Resolution Professionals and Liquidators.

Registration route

An individual must pass the Limited Insolvency Examination (or qualify under specified professional/experience criteria), complete a pre-registration educational course, and register with IBBI through a recognised Insolvency Professional Agency (IPA) before being eligible for appointment as IRP/RP/liquidator.

Code of conduct

IPs must act independently, disclose conflicts of interest (including past professional relationships with the corporate debtor or major creditors), and cannot act in a matter where independence is compromised — IBBI has taken disciplinary action (suspension, cancellation of registration) in several cases for conduct failures identified during CIRP.

Insolvency Professional Entities (IPEs)

An IP may also operate through a registered IPE (a company/LLP structure) for administrative support, though the individual IP remains personally accountable for the conduct of any assignment taken in that capacity.

Recent related instruments (2026)

IBBI issued Insolvency Professional Recommendation Guidelines, 2026 (18 May 2026), governing how IRPs, liquidators, resolution professionals and bankruptcy trustees are panelled and recommended for appointment, and separate Guidelines for Conducting Valuation under the Insolvency and Bankruptcy Code, 2016 (15 June 2026), setting engagement, documentation and process-quality expectations for valuers working on IBC assignments.
