What this section provides

Sets the statutory conditions for grant of registration/prior permission, including legal standing, track record/public-interest and adverse-activity tests. The 2020 framework introduced additional identification/governance conditions read with section 12A and the Rules. From 22 June 2026, registration applications/certificates are tied to listed purposes and States/UTs under Rule 9(1B) and the new Schedule.
