Completed fictional FC-3BB field model. Illustration Community Learning Society (fictional) and all personal/registration/account details are synthetic; this example has no filing or approval effect.
Fictional, unsigned completed illustration. It demonstrates this form’s fields; it is not a filed return, medical opinion, official order or proof of an actual transaction.
When and how this form is used
Rule9A addresses a prior-permission amount over₹1 crore, allowing instalments as Government determines. The2026 substituted proviso requires FC-3BB for the second or later instalment, utilisation of75% of the previous instalment and field inquiry. This model’s₹1.20 crore total is above the threshold.
The75% test uses the previous instalment received, not the entire₹1.20 crore permission. Exactly₹30 lakh used from₹40 lakh received is75%; it is not a false claim of75% of the full grant.
Reconcile the overall received/utilised/balance table with the previous-instalment table, project/location rows, assets and CA certificate. Assets already included in utilisation must not be counted a second time.
The current form needs the certified utilisation statement, bank statements and activity report; photographs must document genuine activity. A filled teaching PDF cannot replace these or the mandatory field inquiry.
