What this section provides

Allowed the Central Government to issue Gazette orders to remove implementation difficulties, subject to consistency with the Act. The power was time-limited: no order could be made after two years from commencement. Any historical removal-of-difficulty order should be treated as a dated implementation instrument, not an open-ended present power.
