Section 31 — Bar of jurisdiction

Limits court jurisdiction in matters the Act assigns to specified statutory authorities/processes. The bar must be read carefully with section 18 arbitration, section 7 appeal, section 25 penalties and available public-law remedies. Forum selection should follow the nature of the dispute and statutory remedy.
