RBI complaints: internal review and the 2026 Scheme
Choose the correct complaint route, entity and date. Internal Ombudsman review and a complaint to the RBI Ombudsman are distinct stages.
- The 2026 Scheme applies from 1 July 2026. Clause 20 preserves the 2021 Scheme for complaints received before that date, their appeals and award execution; do not rewrite those saved proceedings as new 2026 cases.
- First complain to the regulated entity and retain proof. Under clause 10, a dissatisfied response or expiry of the applicable response period opens the RBI route. The response period is 30 days or a longer applicable RBI/NPCI/card-network period. File within 90 days from that expiry or the entity’s last communication, whichever is later.
- Coverage is defined, not universal: qualifying banks, eligible NBFCs, non-bank PPI issuers and Credit Information Companies are included. The Scheme’s NBFC exclusions and ₹100-crore non-deposit-taking customer-interface threshold differ from the Internal Ombudsman appointment thresholds.
- The bank’s Internal Ombudsman reviews eligible partially resolved or wholly rejected complaints through the bank’s own system; customers do not send complaints directly to the IO. Current commercial-bank and NBFC directions are separate from payments-bank and CIC directions.
- There is no cap on the underlying dispute amount. Consequential-loss compensation is capped at ₹30 lakh, with up to ₹3 lakh additionally for time, expenses and harassment under clause 8(3). These are powers, not automatic payouts. The 2026 appeal right is against an Award, not every rejection.
Practical illustration
A complaint received by RBI on 25 June 2026 remains under the saved 2021 framework. A new complaint received on 10 July 2026 uses the 2026 maintainability and remedy rules. The date the financial transaction occurred does not alone choose the applicable complaint scheme.

Questions answered
Is every NBFC obliged to appoint an Internal Ombudsman?
No. The separate NBFC IO Directions have their own branch, asset-size, customer-interface and exclusion tests; these are not the same as RBI Scheme coverage.
Does a CMS registration establish that the complaint is maintainable?
No. Clause 12 expressly permits subsequent examination and rejection on the actual maintainability conditions.

Scope and source editions
The public RBI Ombudsman Scheme 2026 applies from 1 July 2026, with the 2021 saving in clause 20. The internal-review explanation uses the Commercial Banks IO Directions of 14 January 2026 and compares specific NBFC/CIC differences where stated. Bank IO applicability generally requires 10 or more banking outlets at 31 March 2025, with a six-month rule for later qualification. NBFC internal-IO thresholds differ from external Scheme coverage. CIC source 13276 means Credit Information Companies; source 13274 means NBFCs and 13273 means Payments Banks.
