Historical FC-5: completed former transfer-permission request
Understand the former Rule24 transfer application using a pre-repeal example. Current section7 prohibits inter-person transfer of foreign contribution; this historical sample is not a current permission route.

When and how this form is used
This is a historical15 February2020 request, before the29 September2020 substitution of section7. Do not submit it now or treat the fact that MHA still hosts the old blank as current legal permission.
The former form asked for a transfer below10% of that financial year’s foreign contribution and prohibited transfer before Central approval. The model’s9% is below the old limit; a10% example would not satisfy the printed less-than condition.
G.S.R.695(E),10 November2020, omits Rule24 and substitutes the current form set without FC-5. Current section7 prohibits transfer to another person; an old approval-format workflow cannot override it.
Genuine direct procurement/payment for the association’s own approved project must be documented on its real facts. Do not relabel a subgrant as a vendor invoice, or use FC-5 as a surrender/asset-disposal procedure. FC-7 is the separate surrender application.

Supporting records and reconciliation
For historical interpretation: the operative former section7/Rule24, annual receipts and transfer aggregate, both entities’ actual registration/identity, purpose/bank evidence and genuine Government approval. For a current proposed transaction, apply current section7 before moving funds.
Worked calculation: ₹90,000÷₹10,00,000=9%, strictly below10%; no transfer/payment is assumed.
