Extended Producer Responsibility Corpus

A waste-stream-specific map for registration, targets, collection, certificates, returns, environmental compensation and audit evidence.

There is no single universal EPR certificate. Plastic packaging, e-waste, batteries, waste tyres, used oil and end-of-life vehicles use separate definitions, target bases, portals, recycler eligibility and certificate rules. Reconcile each stream independently.

Control workflow

  1. Register
Map legal entities, brands, imports, products, facilities and portals.
  2. Calculate
Reconcile audited sales/import and product-life data to the exact target formula.
  3. Acquire
Validate recycler/refurbisher eligibility, certificate vintage, quantity and transfer.
  4. Retire and report
Prevent duplicate use; match returns, mass balance, invoices and financial records.

Practical example

A group imports batteries, sells packaged electronics under two brands and buys certificates from one recycler. The compliance file should map each importer and brand-owner registration, separate battery, e-waste and plastic baselines, test whether the recycler is authorised for the relevant stream and period, and reconcile purchased certificates to portal retirement and audited quantities. A consolidated vendor invoice is not proof that every obligation was discharged.

Highlighted points and Q&A

Does a PRO take over statutory responsibility? Not merely by contract; read the waste-stream rule. Can certificates be carried forward? Only as the applicable rule and portal permit. What signals fraud risk? Capacity mismatch, duplicate invoice/certificate references, impossible recovery yield, unregistered facilities and unexplained mass-balance gaps.
