Employer decision path

Freeze the facts. Record every work location, employee category, establishment activity, headcount, contractor and relevant date.
Choose the legal route. Separate Shops law, factories/OSH, wages, industrial relations, social security, POSH, apprenticeship and sector-specific laws.
Open the exact State source. Confirm the Act/Regulation, Rules, latest amendment, exemption and competent authority.
Map the operating controls. Registration, hours, leave, holidays, women/night work, notices, registers, returns, LWF/PT and employee communication.
Preserve evidence. Portal acknowledgements do not cure an incorrect legal position; retain the underlying instrument and factual support.

Does one central Labour Code answer every State compliance question?

No. The appropriate Government, State Rules, local Shops law, wage notifications, holidays, LWF/PT and portal procedures can change the answer.

Can I use a registration certificate as proof that every labour obligation is satisfied?

No. Registration proves a filing or status; it does not by itself establish correct wages, hours, leave, social security, safety or exemption eligibility.

Can an employer copy a policy used in another State?

Only after a jurisdiction-specific check. Working hours, leave, holidays, women/night-work conditions, notices and returns can differ.

What should be checked before payroll is finalised?

Applicable minimum wage category, overtime, deductions, LWF/PT, EPF/ESI and the effective date of the governing notification.
