Company Petition Document Index: Building a Searchable Hearing and Evidence Bundle

NCLT’s August 2026 filing instructions make a strong document index more than a convenience: volume-wise indexing, pagination, OCR and bookmarking directly improve scrutiny and hearing readiness.

The best index is both legal and operational. It lets a reviewer answer: what is this document, who filed it, under which provision/IA, where is it in the official paper-book, was it served, and was it accepted by Registry?

Use stable document IDs

Assign each document a code tied to volume/page range and record filing date, party, petition/IA number, annexure label, service date and official filing acknowledgement.

Make it searchable

OCR the PDF, use text-recognizable bookmarks and ensure bookmark labels mirror the index. Pagination should match the filed bundle; avoid a second internal numbering system that makes counsel translate page references during hearing.

Create an evidence layer

For critical facts, add an internal issue map pointing to the filed page, not a substitute document. Mark whether the item is an original, certified copy, true copy, public record or internal working paper. Keep privileged work product outside the filed bundle.

Worked example

A 900-page petition has an index saying “Annexures A-1 to A-40” without page ranges. During hearing, counsel loses minutes finding a board resolution. A volume-wise index with exact pages, OCR and bookmarks turns the same bundle into a reliable hearing tool without changing any evidence.

Does NCLT require OCR?The August 2026 filing checklist expressly states OCR on all pages.
