What this calculator does

Model required worker-hours, paid regular capacity, capped overtime hours, agency staffing gaps and all-in workforce budgets.

What you enter

Results are an illustrative estimate from the figures entered, not advice, and they do not replace your contract terms, the current law or standard, or professional review of the facts.

Common questions

Is the overtime limit statutory?

No. This is a user-entered scenario ceiling that must be checked separately for the specific establishment and employees.

Are employer PF and ESI costs included?

Only if you include them in the hourly wage cost or agency price input.

Does a 100% coverage output prove legal shift coverage?

No. Aggregate hours are not a lawful employee-by-employee schedule.

Two-minute summary

Businesses with multiple shifts must distinguish hours the operation needs from hours staff can lawfully and practically deliver. The tool calculates aggregate worker-hour demand for a planning period, paid regular payroll, modelled overtime and any coverage gap. It then prices an agency option for the residual gap. It is not an automated roster, labour-law compliance certificate or wage slip.

Calculation methodology and assumptions

Required hours equal operating days × shifts per day × paid shift hours × required people per shift. Paid regular capacity is payroll headcount × each employee’s regular paid hours. Regular hours deployed are limited to required hours; excess paid capacity remains a payroll cost. An uncovered requirement may be met by overtime up to headcount × entered overtime availability. Only the residual shortage is sent to the agency scenario. Direct payroll equals all paid regular capacity × hourly cost; overtime pay equals deployed overtime hours × hourly cost × full overtime multiplier; agency cost equals residual gap × agency rate.

Detailed worked example

For 26 days, two 8-hour shifts and four people per shift, required worker-hours are 1,664. Eight staff paid for 176 hours each provide 1,408 regular hours. A further 256 hours are needed. At 30 planning overtime hours per employee, the overtime pool is 240 hours, leaving 16 hours for agency cover. At ₹250 per regular paid hour, regular payroll is ₹3,52,000; overtime at a 2× full rate is ₹1,20,000; agency cover at ₹600 an hour is ₹9,600. Full-coverage planning cost is ₹4,81,600.

Hours are not people

A total of 1,664 worker-hours does not prove that the operation can legally roster eight people into the shifts. Rest periods, night shifts, weekly holidays, leave, breaks, job skills and continuous processes may make an aggregate mathematically balanced workforce impossible to schedule. Use the result as a first-pass budget, then prepare an employee-level rota.

Regular payroll versus deployment

If the organisation pays eight employees 176 hours each, the payroll remains payable even when the shifts use only 1,200 of those hours. The calculator counts all paid regular hours as cost, not merely deployed hours. Conversely it does not treat overtime as another ordinary-hour component: the entered multiplier is applied to the complete overtime hour cost.

Overtime compliance caveat

Applicable Indian labour laws, rules, establishment type, state-specific notifications, exemptions and individual employment contracts determine overtime permission and premium rates. The model provides no legal entitlement at the entered 2× multiplier and no presumption that thirty overtime hours per person are allowed. The user should verify with current legal instruments, HR policy and payroll records.

Skill mix and absenteeism

The aggregate model assumes every employee and agency worker is interchangeable. Real establishments require certified operators, supervisors, first aid personnel and minimum crew compositions. It also excludes attendance loss. If absenteeism is material, reduce available direct headcount or regular hours, or create a separate absenteeism reserve.

Agency price comparability

A vendor hourly price can contain wage, statutory contributions, service fee, contractor overhead and tax. Do not compare a payroll base rate that excludes employment overhead with an all-in agency bill without reconciling taxes, deductions, transport and compliance obligations. Cost is also different from a worker’s take-home wage.

Scenario decisions

Compare a permanent additional shift employee, overtime deployment, rescheduling production or contracted staffing after considering the persistent nature of demand. For intermittent peaks, agency costs may be acceptable despite a higher quoted hourly rate; for steady workloads, a compliant employee rota may be more stable and less operationally risky.
