Introduction

The Institute of Chartered Accountants of India (ICAI) has released draft guidelines for empanelment of Chartered Accountant firms as statutory auditors of cooperative banks. This is a significant development for the audit profession — cooperative banks constitute one of India's largest underserved audit markets, with over 1,500 urban cooperative banks and 95,000+ primary agricultural credit societies operating across the country.

Why This Matters — The Cooperative Bank Audit Landscape

Cooperative banks — urban cooperative banks (UCBs) and state cooperative banks — are regulated by both the Reserve Bank of India and the respective State Registrar of Cooperative Societies. Their audit has historically been fragmented:

ICAI's draft panel framework attempts to bring uniformity, quality standards, and professional accountability to cooperative bank audits.

Key Features Of The Draft Panel Framework

Eligibility criteria for CA firms:

Category-wise empanelment (specific fee bands are under consultation; to be officially notified by ICAI):

Bank Category Criteria Audit Fee Band (Proposed)

Category A (deposits > ₹500 Cr) Only top-tier ICAI-empanelled firms Pending ICAI official notification

Category B (₹100–500 Cr deposits) Mid-size firms with banking audit experience Pending ICAI official notification

Category C (< ₹100 Cr deposits) Smaller CA firms meeting basic eligibility Pending ICAI official notification

What Icai'S Draft Requires From Cooperative Banks

1. Annual appointment of auditors from ICAI's empanelled list — no more informal appointment

2. Mandatory rotation — audit firm cannot continue for more than 3 consecutive years without cooling-off period

3. Submission of audited financial statements to ICAI and RBI within prescribed timeline

4. Management representation letter mandatory from the bank's board

Current Status And Next Steps

The draft is open for public comment. ICAI will review representations from CA firms, cooperative banks, RBI, and state regulators before finalising. Expected finalisation: Q3 2026.

Firms who want to qualify for the panel should now:

1. Ensure peer review certificate is current

2. Document all banking sector audit experience (bank branches, RRBs, cooperative banks) for the last 3 years

3. Verify partner FCA status and ensure 3+ FCA partners are on record

4. Apply for peer review immediately if not already done (ICAI's Peer Review Board)
