Scope, legal role and applicability
Procedural regulations for the MPC and monetary-policy process under Sections 45ZB–45ZO. The Act supplies constitution, voting, publication and failure framework; the Regulations supply operating procedure.
Operative requirements
- Map MPC membership/eligibility and tenure to the Act before using meeting-procedure rules.
- Follow the prescribed meeting scheduling/notice, agenda and information process for MPC members.
- Apply quorum/voting and the Governor’s casting-vote rule exactly as the Act provides.
- Maintain confidentiality/conflict controls and the secretariat record required for MPC functioning.
- Publish the resolution, individual votes/statements and minutes/proceedings within the statutory/regulatory framework; keep the Monetary Policy Report cycle separate.
- For “failure to maintain inflation target”, apply the statutory Section 45ZN test—do not infer failure from a single monthly CPI print.

Practical advisory example
Facts and issue. Inflation exceeds the upper tolerance level in one month. That is relevant policy information, but it does not by itself satisfy the statutory Section 45ZN failure test; the adviser must apply the consecutive-quarter criterion and then the prescribed report process.
Working method. Classify the entity/product, identify the exact paragraph in force on the event date, test exceptions and transitional provisions, then retain the evidence listed above. Do not rely on the title of the Direction or an old Master Direction version.
