IBBI (Information Utilities) Regulations, 2017

How registered Information Utilities authenticate and store financial-debt records used as default evidence in CIRP filings.

Role of Information Utilities (IUs)

An IU collects, authenticates and stores financial information (loan records, security interests, defaults) submitted by creditors and debtors — a Section 7 application increasingly relies on an IU-authenticated record of default as fast, hard-to-dispute evidence, reducing the scope for a corporate debtor to contest the existence of default at the admission stage.

NeSL as the operating IU

National E-Governance Services Limited (NeSL) is currently the principal registered IU under this framework — creditors electronically file debt and default records with NeSL, which the debtor can authenticate or dispute within a specified window before the record becomes usable as default evidence.
