Operative requirement 1
Operationalises prior permission / general permission for opening, shifting, conversion and rationalisation of places of business.
Operative requirement 2
Applicability differs by bank class and location; the section 23 definition of place of business and the current RBI framework must both be applied.

Practical implementation example
A bank proposes a new banking outlet. The branch team first classifies the outlet and location under the current RBI framework, identifies whether general or prior permission applies, preserves the business/board file and only then fixes the opening date and post-opening reporting.
Professional result: implementation is closed only when the current official instrument, applicability conclusion and operational evidence agree.
Forms, returns, annexures and filing portals
- Use only forms, returns and RBI channels expressly specified for RBI Branch Authorisation framework.
Electronic filing: retain the current RBI portal acknowledgement where the operative instrument requires submission.
Open official instrument / prescribed filing source
Use only forms, annexures or electronic returns actually prescribed by the current official instrument. A Finin2min working aid is not an official regulatory form.
