No. Existing law remains controlling until a final amendment, circular or other operative instrument takes effect.
Does a consolidated Regulation remove the need to check later circulars?
No. Circulars, exchange and depository implementation directions may add operational controls or event-date requirements.
Why are some older Master Circular links still visible?
They can remain useful historical records, but the newest controlling compilation must be identified before reliance.
