Coastal Regulation Zone Framework

A project-level map of CRZ classification, Coastal Zone Management Plans, prohibited and permissible activities, clearance, monitoring and appeal.

Reviewed by CA Divyanshu Sengar · Updated 5 October 2026

The approved CZMP is essential. The CRZ Notification supplies categories and controls, but the site's HTL/LTL position, hazard line, CRZ class and local features must be established on the approved map and supported by authorised survey material.

Source hierarchy

The Environment (Protection) Act and Rules support the CRZ notifications. For present proposals, read the CRZ Notification, 2019, its amendments and the State or Union Territory's approved Coastal Zone Management Plan. The 2011 notification may still matter for transition, prior approvals and litigation. Island Protection Zone instruments, EIA requirements, local planning law and sector-specific permissions can apply alongside CRZ control.

Classification map

ZoneCentral issue
CRZ-IEcologically sensitive areas and intertidal zones require the strict activity and exception analysis in the notification.
CRZ-IIDeveloped land is tested against existing authorised structures, roads, municipal limits, planning norms and the seaward/landward siting rule.
CRZ-IIIRural or relatively undisturbed stretches require population-density classification and no-development-zone analysis.
CRZ-IVWater areas require discharge, navigation, fishing, port and offshore-activity controls.

Clearance workflow

  1. Locate
Fix survey coordinates, HTL/LTL, village, plot and approved CZMP sheet.
  2. Classify
Record zone, NDZ, sensitive feature and transition instrument.
  3. Appraise
Map activity to prohibition, permission, authority and linked EIA/other approvals.
  4. Comply
Track conditions, monitoring, disclosure, change control and NGT limitation.

Practical example

A hotel extension lies in a developed municipal ward but part of the plot appears inside the intertidal line on an informal map. The proponent should not rely on the ward label alone. It must obtain the approved CZMP layer and authorised demarcation, classify each project component, test tourism and temporary-facility provisions, identify the competent authority and disclose connected construction before work begins.

Q&A

Does municipal approval equal CRZ clearance? No. Can a later CZMP automatically validate earlier work? Not without applying the transition and violation framework. Where are remedies checked? Read the clearance/order, NGT Act appeal provision and limitation from the communication date.

Site classification and clearance depend on the authenticated notification, approved CZMP and project facts. Obtain qualified coastal and legal advice before siting or construction.
