Raw or roasted cocoa beans (HSN 1801) attracted a higher pre-reform rate before moving to 5% under Notification 9/2025-Central Tax (Rate), effective 22 September 2025. This entry opens Chapter 18: the reform brought the entire cocoa and chocolate chapter (HSN 1801 cocoa beans through 1806 chocolate and cocoa food preparations) to a uniform 5%, replacing a structure where more processed cocoa and chocolate products had generally sat at a materially higher rate than the raw bean. A supply invoiced before 22 September 2025 remains governed by the higher pre-reform rate that applied on that earlier transaction date.
