4. Unsupported-by-duty-document eligible stock

4. Eligibility and payment facts
The goods are not unconditionally excise-exempt/nil-rated; procurement records and an identifiable stock trail are assumed available. No manufacturer/service-provider, CTD or duplicate invoice-based credit branch applies. July tax is assumed actually paid in the underlying return before credit is allowed. This completed model does not use the expected 54000 deemed credit to pay the very tax that must first be paid. Actual classification/rate and payment evidence must support a real historic claim; the stated rate is a case input.
5. State single-point-tax branch

5. Selected State branch
Not selected:this Karnataka trader does not claim the special State single-point VAT stock scheme. No SGST credit is manufactured merely because CGST deemed credit is allowed.

How this form moves the matter forward
- Identify the exact historical appointed-day entitlement and table, not simply an old credit balance. Verify eligibility under both old law and GST where required.
- Reconcile returns, invoices, capital-credit instalments and stock/transit records; exclude every amount claimed in another table or route.
- The ordinary historical filing windows and the specific 2022 reopening are not a standing 2026 filing right. A live matter needs its actual order, appeal or other lawful route; do not invent a new portal deadline.
Evidence supporting these entries
- Existing-law January–June 2017 returns and complete credit/tax/payment records
- Appointed-day stock/capital/transit register with invoice/receipt/book dates and no duplicate claims
- Actual historic filing/revision/order and electronic-ledger reconciliation, or the specific live proceeding creating a remedy

Period and legal consequences
The historic scheme gives 60% of Central tax where Central rate is 9% or more,40% below 9%; for eligible inter-State supply the corresponding percentage of IGST is 30%/20%. It applies to the limited first six tax periods from the appointed date and requires payment of tax, proof of procurement, identifiable stock and passing the benefit. For the separate 2022 reopening Circular 180 paragraph 4.4 required one consolidated TRAN2 showing the last month of the consolidated claim, rather than copying the historic monthly filing method; Annexure A and seven-day officer copy also applied. That closed window is not presented as open in 2026.
