How concordance maps should be used
A concordance connects provisions, Rules, forms and instruments; it does not merge their legal effect. Use it to identify the full chain, then read every controlling source independently. Pay particular attention to substitutions, omitted provisions, renumbered forms, savings clauses and effective dates. For litigation or historical compliance, preserve both the former and current routes so that the legal position is tied to the correct tax period.
