  1. Download the signed official notification/Gazette PDF.
  2. Record source URL, retrieval time and SHA-256 hash.
  3. Extract the complete serial, tariff/SAC, description, conditions and annexures.
  4. Redline every amendment and corrigendum.
  5. Map CGST, IGST, UTGST and State counterpart.
  6. Add examples, evidence tests and contrary classifications.
  7. Obtain legal reviewer sign-off.
  8. Change robots only after structural and legal QA.
