How State GST Compensation Was Calculated

Topic in 2 Minutes

Sections 3–7: projected growth rate, base year, base-year revenue, projected revenue and compensation calculations. Primarily historical after the five-year compensation period, but important for audit/dispute history.

Practical control

  • Identify the exact historical period/product.
  • Open the controlling rate/procedural notification for that date.
  • Keep cess ledgers/refunds separate from ordinary GST credit.
  • For post-February-2026 sin goods, test the replacement/current levies separately.

Compensation formula control

The compensation formula concerns statutory calculations between Governments and must be read with the defined base year, projected growth, transition period, certified revenue data and later amendments. It should not be confused with a taxpayer invoice calculation. Any worked example must state its assumptions and period, and official accounts or audit material should be used for reported amounts. Later Finance Act changes may affect the continuing legal framework.
