This chapter regulates arrival and departure of conveyances, manifests, unloading, loading and officer access to documents and information.
Arrival of vessels and aircrafts in India
Requires a vessel or aircraft entering India to call or land at a notified customs port/airport, subject to the statutory emergency or unavoidable-cause framework.
Delivery of arrival manifest or import manifest or import report
Controls timely electronic cargo reporting by the person in charge or authorised agent, truth/completeness declaration, permitted amendment and consequences of delay.
Passenger and crew arrival manifest and passenger name record information
Creates the statutory framework for prescribed passenger/crew arrival data and passenger-name-record information.
Imported goods not to be unloaded from vessel until entry inwards granted
Restricts unloading from a vessel before entry inwards, subject to statutory exceptions and permissions.
Imported goods not to be unloaded unless mentioned in manifest/report
Prevents unloading of imported goods not properly covered by the arrival/import manifest or report, unless lawfully permitted.
Unloading and loading at approved places only
Limits cargo operations to places approved under the customs-area framework.
