Customs Chapter VI

Arrival of vessels and aircrafts in India

Requires a vessel or aircraft entering India to call or land at a notified customs port/airport, subject to the statutory emergency or unavoidable-cause framework.

Delivery of arrival manifest or import manifest or import report

Controls timely electronic cargo reporting by the person in charge or authorised agent, truth/completeness declaration, permitted amendment and consequences of delay.

Passenger and crew arrival manifest and passenger name record information

Creates the statutory framework for prescribed passenger/crew arrival data and passenger-name-record information.

Imported goods not to be unloaded from vessel until entry inwards granted

Restricts unloading from a vessel before entry inwards, subject to statutory exceptions and permissions.

Imported goods not to be unloaded unless mentioned in manifest/report

Prevents unloading of imported goods not properly covered by the arrival/import manifest or report, unless lawfully permitted.

Unloading and loading at approved places only

Limits cargo operations to places approved under the customs-area framework.

Goods not to be unloaded or loaded except under customs supervision

Requires customs supervision unless a general or special permission lawfully dispenses with it.

Restrictions on goods being water-borne

Regulates imported/export goods carried by water within port limits and the accompanying boat-note/document framework.

Restrictions on unloading/loading on holidays, etc.

Controls cargo operations outside prescribed working days/hours and the conditions/fees for special attendance.

Power to board conveyances

Authorises the proper officer to board a conveyance in the customs station or waters for customs control.

Power to require production of documents and ask questions

Requires the person in charge to produce prescribed conveyance/cargo documents and answer material questions.

Export goods not to be loaded on vessel until entry-outwards granted

Controls the vessel-side sequencing gate before export cargo is loaded.

Export goods not to be loaded unless duly passed by proper officer

Prevents loading of export goods until Customs has duly passed the goods.

Delivery of departure manifest or export manifest or export report

Requires the responsible person to deliver the prescribed departure/export manifest or report.

Passenger and crew departure manifest and passenger name record information

Supports prescribed passenger and crew departure information obligations.

No conveyance to leave without written order

Requires the prescribed Customs departure order before the conveyance leaves.

Exemption of certain classes of conveyances from certain provisions of this Chapter

Permits notified/prescribed classes of conveyances to be exempted from specified Chapter VI requirements.
