SCORES Complaint Closed but Issue Unresolved: Review, ODR and Further-Remedy Checklist
By Ravi Sisodia · Reviewed by CA Divyanshu Sengar · Updated 5 October 2026
A SCORES complaint can be closed even when the investor remains dissatisfied. The next step depends on whether the review window is still open, whether ODR is available, and whether the issue actually requires arbitration, tribunal, court or another statutory remedy.
Finin2min 2-Minute Summary
- SCORES provides two review levels, each with a 15-day investor review window after the relevant ATR.
- A complaint can be disposed when the investor does not seek review in time or when the workflow is otherwise completed.
- Moving to Online Dispute Resolution is different from asking SEBI to reconsider the same ATR.
- The current ODR master framework exists, while SEBI's July 2026 paper proposes further streamlining that is not yet final.
- Investors should preserve the closed complaint, ATRs and evidence before starting the next route.
Check closure reason before choosing the next forum
Read the last SCORES event: no review sought, review completed, ODR selected, entity response accepted, or another closure reason. The correct next step changes with that reason.
If the 15-day review window is still open, use the built-in review route before creating a separate complaint about the same facts.
Separate grievance redress from dispute adjudication
SCORES helps obtain response and review from regulated entities and SEBI's framework. It does not replace every contractual or adjudicatory remedy. A dispute about money, damages or contested facts may need ODR/arbitration or another forum.
Write the desired outcome - refund, securities credit, correction, compensation, document delivery - before selecting the route.
Preserve the closed case as evidence
Download the complaint, entity ATR, review notes, documents uploaded and closure status. In ODR or litigation, this history can show what was raised and how the entity responded.
Do not edit the chronology to remove an earlier inconsistent statement; explain the correction transparently.
Closed-but-unresolved example: broker says 'resolved', securities remain missing
Suppose a broker's ATR states that a transfer issue has been resolved and SCORES closes after the review window, but the investor's depository statement still does not show the securities. The next file should not argue abstractly that the ATR was unsatisfactory. It should attach the ATR, the post-ATR demat statement, transaction reference and a short statement of the continuing shortfall.
If the matter is suitable for ODR, that evidence becomes the opening dispute pack. If it requires another forum, the same chronology remains useful. This is why investors should verify the actual account outcome immediately after receiving an ATR instead of waiting until months later to discover the promised correction never occurred.
- Check the account result immediately after each ATR.
- Use post-ATR evidence to show continuing loss.
- Carry the same chronology into ODR or other remedy.
Post-closure checklist
- Closure date/reason confirmed.
- 15-day review window checked.
- ATR weakness identified precisely.
- ODR eligibility assessed.
- Contract/terms and loss evidence preserved.
- Limitation or forum deadlines checked.
- Duplicate complaints avoided.
Questions readers commonly ask
Can a closed SCORES complaint still have further remedies?
Potentially yes. Review, ODR or other legal routes depend on the status, time and nature of dispute.
Should I file the same SCORES complaint again?
Usually build on the existing record rather than duplicate it; use the correct review or dispute route.
Is ODR the same as second-level SCORES review?
No. ODR is a dispute-resolution mechanism distinct from SCORES review.
What should I download before moving on?
Complaint, ATRs, reviews, attachments and closure status.
