Demonetisation should be assessed against measurable outcomes, implementation costs and long-term behaviour—not only the objectives announced on day one.
On 8 November 2016, the legal-tender status of existing ₹500 and ₹1,000 notes was withdrawn subject to the notified process. RBI’s Annual Report 2017–18 reported that ₹15.31 lakh crore of specified bank notes returned, representing about 99.3% of the value in circulation. A high return ratio does not by itself prove that every objective failed or succeeded. Deposits created data trails, while the policy also imposed cash, output and administrative costs.
Digital adoption accelerated over time, but it also reflects smartphones, UPI design, merchant acceptance, pricing and later policy. One event should not receive sole credit for a multi-year transition.
