123. Competent person.– In pursuance to clause (l) of sub-section (1) of section 2, the Chief Inspector-cum-Facilitator may recognise any person or any institute employing person with such qualification and experience and facilities at command as may be notified by the State Government as a 'competent person' within such area and for such period as may be specified for the purposes of carrying out such tests, examinations and inspections as may be prescribed.
