93. Disputes relating to issue of raw materials by the employer.- (1) Any dispute between an employer and an employee or employees in relation to,- (a) the issue by the employer of raw materials to the employee; (b) the rejection by the employer of beedi or cigar or both rejected by an employee; or (c) the payment of wages for the beedi or cigar or both rejected by an employer; may be referred in writing by the employer or the employee or employees to the Inspector- cum-Facilitator who shall, after making such enquiry as he may consider necessary and after giving the parties an opportunity to represent their respective cases decide the dispute and record the proceedings in Form-32. (2) Any party to the dispute aggrieved by the decision thereon under sub-rule (1) may prefer an appeal within a period of thirty days from the date of the decision to the Licensing Authority: Provided that the appellate authority may admit an appeal after the said period, if the appellant satisfies such authority that he had sufficient cause for not preferring the appeal within that period.
