64. Conditions of License under sub-section (3) of section 47.- (1) The contractor shall ensure that,- (a) the hours of work shall conform to the rules made under section 25 of the Code; (b) the wages shall be paid in accordance with the Code on Wages, 2019 (Central Act No. 29 of 2019); (c) if the contract worker of the contractor is working at the premises of the principal employer, then it shall be the responsibility of the principal employer to provide the facilities or amenities such as toilet, washroom, drinking water, bathing facilities if required, changing room, first aid box, Canteen and Crèche; (d) all other facilities and entitlements shall be provided by the contractor; (e) in case the contractor fails to make payment of minimum wages to the contract worker, then the Labour Commissioner or his representative, who shall cause such payment to be made to the contract workers, who have not been paid, out of the security deposit maintained under rule 70 including by invoking the bank guarantee; and (f) he shall intimate within fifteen days of the receipt of a contract work order about the details the contract work order and in the manner as specified in rule 72.
