9. Certificate of Stability.- No manufacturing process shall be carried on in any building of a factory constructed, reconstructed or extended, or in any building which has been taken into use as a factory or part of a factory until a certificate of stability by a competent person in respect of each building or block of building in the Form-8 has been sent by the occupier or manager of the factory to the Chief Inspector-cum-Facilitator or any other officer authorized by him in this behalf under sub-section (6) of section 34 and accepted by him.
