32. Manner of making application to State Government by employer for the intended lay-off and manner of serving copy of such application to workers.– (1) An application for permission under sub-section (1) of section 78 shall be made by the employer in Form-XIV to the State Government with a copy to the concerned Deputy Commissioner of Labour stating clearly therein the reasons for the intended lay-off and a copy of such application shall be served simultaneously to the workers concerned electronically, or in person, or by registered post or speed post. (2) The application referred to in sub-rule (1) shall also be displayed conspicuously by the employer on a notice board or on electronic board at the main entrance of the industrial establishment.
