Required closure workflow

  1. Capture each historical record’s date, title, circular number and official document route.
  2. Classify it as current, partly operative, superseded, rescinded, spent, transitional or subject to later overlays.
  3. Build paragraph-level concordance with the governing Regulation and subsequent circulars.
  4. Record event-date applicability and any exchange, depository or clearing-corporation implementation layer.
  5. Complete an independent second review before indexation or legal-completeness claims.
